• What is the particular social problem you want to resolve?
• Who are the targets of the program?
• What are the goals of the program?
• What service will be provided?
• How will service be delivered?

Second, identify the appropriate method (interview, analysis of existing data, survey, observation, focus group, case studies, etc.) to evaluate the program. Based on your evaluation, how will you know that your program had an impact on the social problem?
